Background

The nuanced understanding necessary to grapple successfully with complex environments has demanded that NATO improve the mechanisms and mental models that we use to collect, organize and analyse the operational information which feeds that understanding. A scientific approach to meeting this demand is operations assessment (OPSA), and the panel is charged with helping NATO become better at it, so that our operations are made most effective.

Objectives

The panel’s charter calls for the examination of recent NATO and instructive non-NATO operations for "ideas, lessons, techniques, organizations, measures and processes" for conducting operations assessment; to "collect examples and tools" for doing the same; and consider the "verification and validation" of those tools. We hope these will "assist the commander and the staff in preparing for future campaigns, operations, and engagements" with expected benefits to apply to the areas of Mission Planning, Lessons Learned and Professional Military Education, and the proper use of Operations Research and Analysis (OR&A).
