In an ever-changing security environment military and civil institutions need to cooperate. As stated in the Lisbon Summit Declaration of 2010, operational experience has taught that military means, although essential, are not enough on their own to meet the many complex challenges to security. The military must work with other actors to contribute to a comprehensive approach that effectively combines political, civilian and military crisis management instruments. Its effective implementation requires all actors to contribute in a concerted effort, based on a shared sense of responsibility, openness and determination, and taking into account their respective strengths, mandates and roles, as well as their decision-making autonomy.
Information sharing and mutually understandable operating procedures are the prerequisites for comprehensive defence, aligning objectives, structures, processes and procedures amongst diverse stakeholders and contingencies.
As the model of comprehensive defence is implemented in different NATO member and Partner states there is a need to study the methods for planning, and analysing, testing and validating the capability requirements and concepts of operation of existing and potential new collaborative systems.
For the purposes of this study, the model of comprehensive national defence system is understood as coordinated cooperation of different government, public, private, and non-governmental organizations with military structures, integrating different operating concepts, methods of Command and Control, information flows, and processes and procedures.
For the purposes of this study, a capability is understood as ability of an organisation, described in performance terms, to carry out specified activities for achieving specified end state whilst using task organisation, special equipment, and specific tactics, techniques and procedures.
To bring together NATO-bodies, member and Partner states to explore, examine and share concepts and methods supporting comprehensive defence, and to enable optimization of the existing capabilities and development of new capabilities in the future.
1) Contribute to a cross-agency view of conduct of operations by researching into the ways and means to coordinate and integrate activities of actors with different professional culture, doctrine, tactics and techniques, and established best practices;
2) Promote a long-term perspective for security and defence by highlighting the secondary and tertiary effects of the different decision options on actors and stakeholders;
3) By adopting a wider security approach, the research encourages a broader and deeper debate across security organizations as to the actual and future challenges for these organizations.
Conceptual aspects of the comprehensive defence model and best application practices.
1) What is the added value and limitations of the comprehensive defence model?
2) Actors and Stakeholders: Identification, description, classification and management options.
3) How have different NATO members and Partner states approached the comprehensive defence model? Structured overviews and short descriptions of the current practices in each participating member or Partner state. What generalisations can be drawn from the existing practises?
Methods for description and validation of multi-actor concepts of operation within the comprehensive defence model.
1) Development of conceptual basis and preliminary outlines of a set of planning, management and Command and Control methods and procedures.
2) Methods of description, analysis and validation of capability and performance requirements for comprehensive defence system for the conduct of combined civil-military operations, to include a set of performance metrics.
3) Whether and how to standardize modelling the information flows and cross-agency terminology in the system of comprehensive defence?
4) Practical testing of proposed methods. Analysis of the applicability and suitability of the methods used. Conclusions and recommendations.
5) Future perspectives of systems analysis and international collaboration on comprehensive defence.
