Background

In the direction of studying the experience of countering hybrid threats a set of scientific-analytical, educational and practical measures of the agency, interagency and international character have been carried out, such as: • research works are being conducted in different areas; • scientific conferences and seminars, including international classes on specific topics, were introduced in the training program for military specialists; • preparation publications: books, textbooks, articles, etc. In order to organize the outputs of all these events and materials produced, a comprehensive research work in the field of studying the experience of countering hybrid threats is needed.

Objectives

Development and expansion of the capacity of NATO and Ukraine’s military academic institutions to train military specialists on identifying hybrid warfare threats, and planning and implementing counter measures.

Topics

• Study the military aspects of hybrid warfare and convert Ukraine’s experience combatting Russia’s use of hybrid warfare tactics into general lessons for wider application. • Share experiences and discuss research findings with other components of the security and defence sector, and the European Centre for Best Practices for Combating Hybrid Threats. • Publish research results. • Incorporate the research results into the training of military specialists at the Armed Forces of Ukraine’s higher education institutions.
