From July 1999 to October 2002, the Joint Systems Analysis (JSA) Group within The Technical Cooperation Program (TTCP) developed and updated guidance on good practice for sharing Operational Research and Analysis (OR&A) models. TTCP is a long-standing international research collaboration programme between five nations (USA, GBR, CAN, AUS, NZL). However, the JSA Group, whose terms of reference are comparable with the NATO SAS Panel, was disbanded in 2016. In October 2015 NATO SAS Specialist Team 115 on SMART Cooperation on Operation Analysis Simulation Models reviewed the last published version (v3 dated Oct 2002) and recommended a small number of updates. Separately, an unpublished update had also been produced by TTCP JSA prior to its closure. A draft of the guidance has already been created which adds the SAS-115 recommendations to this unpublished draft.


The objective of this Specialist Team is to produce updated model sharing guidance from earlier material developed by TTCP JSA which can be published and disseminated by the NATO CSO. The team will conduct a review of the unpublished draft, with the aim of publishing it under NATO auspices. It is proposed that the Specialist Team will be augmented by involving participants in the 2019 International Symposium for Military Operational Research (ISMOR).


Review of the latest version of TTCP JSA guidance on sharing models to incorporate the recommendations of NATO SAS-115 and the views of participants in the 2019 International Symposium for Operational Research with a view to publication under the auspices of the NATO Systems Analysis and Studies panel.
