Background

Hyper-war requires a prompt reaction. Cyber-attacks do not allow any time for decision making. A “man in the loop” would delay the counteraction. There is no time to consult a Legal Adviser. How can we guarantee that AI-based autonomously-acting systems will follow rules such as international law, doctrines, political as well as ethical constraints?

Objectives

Laws, doctrines, international regulations are not in all cases unambiguous and have contradictions. The RTG intends to try to answer questions such as: - Do such rules exist for all kinds of scenarios in a Hyperwar context? - Is it possible to implement laws in AI-based systems that give the base for autonomous systems?
