Title: The Military Impacts of COVID-19 on the Alliance: Challenges and Opportunities

Main_Body_Multi: Responding to the COVID-19 pandemic has challenged the Alliance and its member nations across all military functional areas and at all levels from the tactical to the strategic. The STO’s System Analysis and Studies (SAS) Panel recognized the COVID-19 pandemic as a decisive event meriting deeper scientific study by NATO, one which by its very implications was eminently suited for the SAS Panel’s expertise and the STO’s collaborative work model. 


To address these challenges, in June 2020 the SAS Panel set-up a multi-national, short duration, Specialist Team, led by Norwegian Defence Research Establishment (FFI), with members from Canada, Finland, France, Germany, Norway, Turkey and the United States as well as NATO Allied Command Transformation, the Joint Analysis and Lessons Learned Center and the NATO Communications and Information Agency. The team recently published their findings in a Technical Report titled “The Military Impacts of COVID-19 on the Alliance: Challenges and Opportunities”. 


The SAS-169 team analysed the impacts of the pandemic on military functions in the context of possible short-term (1-6 years) futures developed around the COVID-19 environment. Their report provides national and NATO planners and decision-makers with high-level recommendations to address these impacts. In their work, SAS-169 developed two analytical frameworks: a Futures Framework determining three possible futures within a baseline/worst/best case structure and a Military Impact Framework describing the impact of these futures across the complete spectrum of military functional areas such as personnel, intelligence, operations, logistics, planning, communications, training, finance and civil affairs. The report also makes available the detailed frameworks, references and data collected for future analysis. 


At a time when the unity and resolve of the Alliance have been questioned, the requirement to deal with the challenges of COVID-19 in a firm and decisive manner presents NATO with an opportunity to demonstrate its continued relevance and indispensability for the security and well-being of its member nations. This opportunity should not be missed.
