STONewsArchive: Compendium of National Defense Acquisition Systems

Title: Compendium of National Defense Acquisition Systems
Start_Publishing: 23/03/2021
Panel_Page: SAS
Page_ID: 3800
Main_Body_Multi: Recently, the multi-national NATO STO Research Task Group SAS-125 published its Technical Report on national defense acquisition processes. The SAS-125 Technical Report contains a description of defense acquisition processes in Belgium, Finland, Germany, Greece, Slovenia, Turkey, and the United States of America.

The military defense acquisition processes have a lot in common, but differences exist due to basic national conditions. This document provides information on organization of the governments, defense acquisition parties, defense acquisition processes including budgeting, contracting, training, multinational acquisition, and defense industries.

Military acquisitions are an important element for meeting national security strategy goals. However, military acquisition programs are not always realized. When a nation terminates an acquisition program, it is costly to the developing nations. Information on defense acquisition processes that work and have created successful acquisition programs should be shared within NATO and Partner Nations.

The compendium is still in its early stages and must be updated on a regular basis since through time acquisition processes change. The results can be used for the analysis and the comparison of national acquisition processes to identify solutions to specific challenges within nations’ defence acquisition processes like budgeting, resource allocation, exceptions in legislation and policies, responsibility areas, joint defence projects, etc. Moreover, it may deliver a starting point to create a NATO acquisition process.

The report is available from the NATO STO website, Because of its limited distribution, it is only accessible with STO credentials. For more information on this research activity, please contact the SAS Panel Office.
