Main_Body_Multi: The NATO STO Research Task Group SAS-142 recently published its Technical Report titled Developmental Research to Create an Assessment Framework for Science and Technology Used in Internet Exploitation Development. During its three year mandate, the team, led by Mr. Kees Den Hollander from TNO and Mrs. Helen Pettitt from the DSTL, attracted participation by multidisciplinary experts from Australia, Finland, Netherlands, United Kingdom and the United States.


As the military is increasingly reliant upon exploiting data derived from the internet, it is a dynamic and congested tool space, with a high turnover of complex tools. In order to progress from initial forays into this field and to professionalise tradecraft it is beneficial to consolidate experience and efforts. The SAS-142 team created a structured list of suggested functional requirements with respect to internet exploitation, as well as a grading system called Framework for Internet Exploitation Science and Technology Assessment (FIESTA). The FIESTA Framework comprises a methodology to support Comparative Analysis of internet exploitation systems/functions/tools. The methodology is based on the Multi Criteria Analysis (MCA) and MoSCoW approach. The FIESTA demonstrator was implemented in an Excel Workbook, which allows for easy access and adaption of the requirements and methodology. It also allow informal exchange of requirements and even results from individual evaluations of tooling between NATO nations and NATO bodies, using the same tool and requirement list.


The grading framework will allow more efficient and effective use of internet-derived data for decision superiority, by providing analysts with the ability to identify and employ the optimal tool or mix of tools for gathering, refining, and assessing data. Additionally, the grading framework will provide Commanders with a qualitative level of confidence in the output generated by internet data exploitation tools. The grading framework will enhance the speed and fidelity of decision-making in planning and execution scenarios across the range of military operations.
