Main_Body_Multi: Last week, the System Analysis and Studies (SAS) Panel, STO’s expert panel for analytical advice, held its very successful 49th Panel Business Meeting (PBM) in Amsterdam, the Netherlands. Around 55 nationally appointed senior representatives from NATO’s operations research and analysis community attended this semi-annual event, this time hosted at the Marine Establishment Amsterdam by the Dutch delegation. After two and a half years, the panel members appreciated the opportunity to meet in-person, to reconnect and to establish the relations needed to keep a substantial, relevant and high quality Programme of Work.


At its meeting, the Panel approved 3 new Exploratory Teams and endorsed, for Board approval, 2 new Technical Teams that are scheduled to commence their research activity in the coming months. In addition, several national members indicated their nation/organization is interested in joining inter-disciplinary research activities that were proposed through other STO Panels. The Panel also reviewed the overall health of its Programme of Work and recognized that progress in some of the ongoing Technical Teams is still impacted by Covid-19 restrictions, especially those activities that are working at a classified level and are depending on classified information exchange.  The Panel also performed four detailed midterm reviews and three final reviews of selected Technical Teams. The final review is the last step before research teams will publish their findings and complete the research activity.


In two programme development workshops, the panel members discussed the implications of the current security situation in Europa and the guidance from STO’s Science and Technology Board on the Panel’s Programme of Work. The Panel’s Programme Development Team will take the outcome of the workshops forward to investigate the national interest in identified research topics. During dedicated National Focus Briefs, panel members were asked to provide a quick overview of national research priorities and analytic capability/organizations. These sessions were very valuable and significantly contributed to the goal of reconnecting the national representatives  and on-boarding of new members after a period of virtual-only meetings.


The 49th meeting, attended by Director, STO Collaboration Support Office, Mr. John-Mikal Størdal, was also the last meeting chaired by Mr. Espen Skjelland (NOR). After 13 years at the SAS Panel – the last 4 years as Vice-Chair and Chair, he handed over the lead of the Panel to Dr. Donna Wood (CAN). Dr. Wood will chair the Panel for the next 2 years. Professor Dick Deckro (USA) has been elected as the new Vice-Chair also for a duration of 2 years.
