Main_Body_Multi: The NATO Science and Technology Organization (STO) will hold a workshop on cognitive warfare in Kjeller, Norway, as part of its ongoing work in an area of increasing strategic importance to NATO Allies. Hosted by the Norwegian Defence Research Establishment (FFI), the NATO STO Cognitive Workshop will be held on 08-11 November 2022, and is open to Australia, Finland, Japan and Sweden.




 Cognitive warfare (CogWar) can be described as a multi-disciplinary approach to altering human thought, understanding and decision-making. CogWar attacks aim to create chaos and confusion, disrupt societies and governments, and reshape geopolitical and social environments in accordance with an adversary’s strategic objectives. It combines information warfare and psychological operations, together with cyber operations, technological advances and human factors to target and influence both military and civilian populations, as well as decision-making


 Considering the potentially profound impact this could have on future military operations, there is a clear strategic and operational imperative to defend against CogWar and ensure the security of NATO and Allied Partners’ nations. In March 2022, the NATO Science and Technology Board (STB) identified CogWar as one of the first challenges to the STO Collaborative Programme of Work, with the aim of identifying and promoting further research in the field


 The NATO STO Cognitive Workshop aims to shape a forward research agenda within the CPoW by developing an inclusive, yet solution-agnostic problem statement for CogWar; and by identifying and promoting concrete new research activities that the STO should undertake across all relevant scientific domains, with an underlying focus on defensive approaches to mitigating CogWar. Considering that CogWar defence measures require knowledge within both technological developments and human factors, they also necessitate broader collaboration across the Panels and Group of the NATO STO, as well as relevant scientific communities.
