Main_Body_Multi: The Technical Panels and Group of the NATO Science and Technology Organization (STO) concluded their spring 2023 Business Meetings last month, bringing together world-class scientists, engineers and analysts, as well as national and NATO body representatives, to help shape the future of science and technology in the Alliance. The six Panels and one Group held their meetings from 24 April to 26 May in various locations across the Alliance.  


Known as the "powerhouse" of collaborative science and technology in NATO, the STO Panels and Group are responsible for proposing and managing the programmes of work in their respective scientific areas, providing both critical technical oversight as well as key links to military users and other NATO entities. The successful management of the Panels and Group are therefore key to the successful delivery of the Collaborative Programme of Work (CPoW), which aims to equip all Nations with the science and technology necessary to develop the interoperable, cutting-edge capabilities that ensure battlefield success.


The bi-annual Business Meetings provide an opportunity for each Panel and Group to reflect on and evaluate recent work, and to decide on proposed future activities, to be carried out by Technical Teams of national experts. Below are summaries from each of the spring Business Meetings held this year.

Sensors and Electronics Technology (SET) Panel, 24-27 April 2023, Bath (GBR)



The SET Panel facilitates the exchange of information and cooperative research on the use of sensors and electronics for defence and security. The Panel held its spring 2023 Panel Business Meeting (PBM) in Bath, UK, bringing together 71 representatives from 22 NATO and Partner Nations, as well as two NATO bodies: Allied Command Transformation (ACT) and the NATO Industrial Advisory Group (NIAG). The meeting opened with a speech from Dr Bryan Wells, NATO Chief Scientist, and featured topical briefings on a range of topics, including sensing from hypersonic platforms, marine robot autonomy, quantum sensing and hyperspectral imaging. The Panel also held a session on lessons learned from the Russian invasion of Ukraine, featuring participants from Czechia, Germany, Poland, the UK and US. The SET Panel concluded the meeting by approving one new Exploratory Team and endorsing three new Research Task Groups for Board approval.

The HFM spring 2023 PBM in Warsaw (POL)
 


Human Factors and Medicine (HFM) Panel, 24-28 April 2023, Warsaw (POL)



The HFM Panel works to optimise the health, human protection and performance of people in operational environments. Its 51st PBM, hosted by the Polish Ministry of Defense, brought together 53 Panel Members from 20 Nations. Participants reviewed the Panel's current programme of work, and engaged in discussions on personnel and foresight during internal workshops. The foresight workshop primarily focused on leadership and future medical challenges, and featured remarks from a Ukrainian colonel who shared lessons that his country has learned during the Russian invasion. The Panel also held a workshop on current and future medical challenges and gaps, working in close cooperation with colleagues from the NATO Committee of the Chiefs of Military Medical Services (COMEDS). The Panel concluded the week by endorsing 10 new research activities and eight new Exploratory Teams.

The SCI PBM was held at the Rhein-Mosel-Halle in Koblenz (DEU).
 

Systems Concepts and Integration (SCI) Panel, 08-12 May 2023, Koblenz (DEU)


The Systems Concepts and Integration (SCI) Panel promotes knowledge on advance system concepts, integration, and engineering technologies and techniques across platforms and operating environments. Its 51st PBM, held in Koblenz, Germany, brought together nearly 50 Panel Members from 15 NATO Nations and one Enhanced Opportunity Partner (EOP) Nation, as well as representatives from the Centre for Maritime Research and Experimentation (CMRE), the NATO Communications and Information Agency (NCIA) and NATO Joint Electronic Warfare Core Staff (JEWCS). Participants discussed whether the Panel's scope accurately reflects its current body of work and future national needs, in addition to other important topics presented by the NATO Science and Technology Board (STB). The Panel concluded the meeting by endorsing eight new activities and four cross-Panel activities.

SAS spring 2023 PBM, Copenhagen, Denmark
 


System Analysis & Studies (SAS) Panel, 10-12 May 2023, Harstad (NOR)



The SAS Panel provides operations research and analysis that informs decision-making of NATO Nations and partners. The Panel’s spring PBM, hosted by the Norwegian Defence Research Establishment (FFI), brought together 58 representatives from 26 NATO Nations and partner countries, as well as five NATO organizations. The hybrid meeting opened with an address from the SAS Panel Chair, Dr Donna Wood (CAN), who highlighted several research activities that were presented at international fora in recent months, or that directly affected NATO decision making. Dr Wood also emphasised the need to build on the synergies to generate new research activities, the importance of providing support to the research teams, and the need for greater exploitation of SAS research results. Participants shared updates on various initiatives over the course of the PBM, with one workshop focused on the Panel’s mission and scope in relation to the other six STO Technical Committees. The Panel ratified seven new multi-national research activities, for approval by the STB, in addition to the 41 activities that it currently oversees.

The NMSG holds its spring Business Meeting in Bled (SVN).
 


NATO Modelling and Simulation Group (NMSG), 15-19 May 2023, Bled (SVN)



The NMSG works to enhance operational and cost effectiveness across NATO by promoting cooperation among Nations and Partners to maximise the effective utilisation of modelling and simulation technologies. The Group held its spring Business Meeting in Bled, Slovenia, bringing together 88 participants from 19 NATO Nations, four partner nations and 10 NATO agencies and Centres of Excellence. The Group conducted subgroups and plenary sessions throughout the week, featuring presentations, revisions to the current Programme of Work and proposals for its development. The meeting also included a technical visit to Guardiaris, one of Slovenia’s most prominent defence technology companies. Mr Bharat Patel (GBR) formally took over as Chairman of the NMSG during the meeting, replacing Dr Robert Siegfried (DEU), while Col (ret) John Ferrell (USA) assumed the role of Vice Chair.

Information Systems Technology (IST) Panel, 15-19 May 2023, Skopje (MKD)



The IST Panel aims to advance techniques and technologies in order to provide war fighters, planners and strategists with dependable information on communication and networks, architecture and intelligent information systems. Its spring PBM was held in Skopje, North Macedonia – marking the first major NATO STO event ever held in the country – and in conjunction with the 23rd edition of the International Conference on Military Communications and Information Systems (ICMCIS), which was held for the first time as a NATO STO activity. The PBM brought together 53 participants from 19 NATO Nations, two STO EOP nations and three NATO bodies, and opened with a welcome speech from the Defense Minister of North Macedonia, Mrs Slavjanka Petrovska. It also featured briefings from representatives of the Ukrainian Ministry of Defense Centre of Innovation (Delta Team) and the Ukrainian General Staff – J6, who discussed lessons learned from the ongoing war. The Panel concluded the week by endorsing nine new Technical Teams and approving one Exploratory Team and one Specialists’ Team.

Applied Vehicle Technology (AVT), 22-26 May, London (GBR)



The AVT Panel addresses platform technologies for vehicles across all domains (land, sea, air and space). The Panel’s 51st PBM, held at the Tottenham Hotspur Stadium in London, UK, brought together more than 550 participants and 68 STO technical teams. Sub-committee and plenary sessions were held throughout the week, with discussions on revisions to the current Programme of Work and proposals for its continued development. The Panel also held a Research Specialists’ Meeting on the “Military Value of Graphene Technology” (AVT-372) and a Research Workshop on “Materials and Technologies for Electro-Optical camouflage” (AVT-371) in conjunction with the PBM. A paper on the “Comparison of Multi-Fidelity Optimization Methods Using an Aero-Structural Benchmark Problem” (AVT-354 RWS) won the award for best paper, while Mr Luke Gallantree (GBR) was named winner of the Young Contributor Award.
