The conference, jointly developed and hosted by Chatham House, the Institute for Security Policy at Kiel University (ISPK) and the Konrad-Adenauer-Stiftung, was held on 27-28 November 2023 in Berlin, Germany. It brought together more than 350 participants from more than 25 countries, including policymakers, members of the diplomatic community, and representatives of the private sector and civil society.


The event focused on the complex challenges that Europe faces across a range of areas, including security, economic competitiveness, trade, technology and global influence. In his remarks, Dr Wells highlighted the broad base of knowledge and expertise that NATO Nations can draw upon to help meet these challenges.


“As we look to the future, we should remember where the Alliance has scientific and technical strengths,” Dr Wells said, “not least in the strength of its academic base, which provides the scientists of the NATO STO network, whether they are in government, in industry, or in academia itself”.

Plenary sessions featured discussions on possible responses to common European challenges and the need for changes in international cooperation. The sessions were organised around the following topics:
