Main_Body_Multi: The Technical Panels and Group of the NATO Science and Technology Organization (STO) concluded their fall 2023 Business Meetings last month, bringing together world-class scientists, engineers and analysts, as well as national and NATO body representatives, to help shape the future of science and technology in the Alliance. The six Panels and one Group held their meetings from 02 October to 03 November in various locations across the Alliance. 


Known as the “powerhouse” of collaborative science and technology in NATO, the STO Panels and Group are responsible for proposing and managing the programmes of work in their respective scientific areas, providing both critical technical oversight as well as key links to military users and other NATO entities. The successful management of the Panels and Group are therefore key to the successful delivery of the Collaborative Programme of Work (CPoW), which aims to equip all Nations with the science and technology necessary to develop the interoperable, cutting-edge capabilities that ensure battlefield success.


The bi-annual Business Meetings provide an opportunity for each Panel and Group to reflect on and evaluate recent work, and to decide on proposed future activities, to be carried out by Technical Teams of national experts. Below are summaries from each of the spring Business Meetings held this year.

 

Information Systems Technology (IST) Panel, 02-06 October, Amsterdam, Netherlands


The IST Panel aims to advance techniques and technologies in order to provide war fighters, planners and strategists with dependable information on communication and networks, architecture and intelligent information systems. It held its fall Business Meeting in Amsterdam, bringing together 50 participants from 19 NATO Nations, one STO Enhanced Opportunity Partner (EOP) and two NATO bodies. The Panel conducted focus groups and plenary sessions throughout the week, with discussions on revisions to the current Programme of Work and new activity proposals. The Panel endorsed nine new Research Task Groups (including four on quantum technology), one Specialist Team, and approved three Exploratory Teams. The Business Meeting was also held in conjunction with a Symposium on “Quantum Technology for Defence and Security”, which brought together more than 300 participants and featured 46 papers, 12 poster presentations, and seven keynote speeches. The next Business Meeting will be held on 22-26 April 2024 in Koblenz, Germany, in conjunction with the International Conference on Military Communications and Information Systems (ICMCIS).

Applied Vehicle Technology (AVT) Panel, 08-13 October, Bastad, Sweden


The AVT Panel addresses platform technologies for vehicles across all domains (land, sea, air and space). The Panel held its 52nd Business Meeting and associated events in Båstad, Sweden, bringing together around 500 participants and hosting 54 STO activity teams. Sub-committee and plenary sessions were held throughout the week, with discussions on revisions to the current Programme of Work and proposals for its continued development. The Panel also held a Research Specialists’ Symposium on “Digital Twin Technology Development and Application for Tri Service Platforms and Systems” and a Research Specialists’ Meeting on “Emerging Technologies for Proactive Corrosion Maintenance” in conjunction with the PBM. A paper on the “MIL-STD-889 and the Impacts on Corrosion Prevention” won the award for best paper. The Panel concluded the week by recognising the winners of the AVT Panel Excellence Award: a team working on “Hypersonic Operational Threats” and another on “Flowfield Prediction for Manoeuvering Underwater Vehicles”. The Panel also announced the winners of the AVT Young Contributor Award, Dr Laura Mainini (ITA) and Dr Marcel Baltzer (DEU).  The next AVT Panel PBM will be held in Ottawa, Canada from 20-24 May 2024.

Sensors and Electronics Technology (SET), 9-13 October, Copenhagen, Denmark

 

The SET Panel addresses the development and enhancement of both passive and active sensors, as well as associated technologies and capabilities, multi-sensor integration and fusion. Its fall Business Meeting, held in Copenhagen, Denmark, brought together more than 50 Panel Members from 23 NATO Nations and two partner nations, as well as representatives from the NATO Industrial Advisory Group (NIAG). The Panel conducted focus group and plenary sessions throughout the week, featuring presentations, revisions to the current Programme of Work and proposals for its development. The Panel also held a research symposium on the “Detection, Tracking, Identification and Defeat of Small UAVs in Complex Environments” in conjunction with the PBM. The Panel concluded the meeting by endorsing 14 new activities and six cross-Panel activities. Its next Business Meeting will be held on 17-19 April 2024 in Amsterdam, Netherlands.

NATO Modelling and Simulation Group (NMSG), 16-20 October, Monterey, California, United States

 

The NMSG works to enhance operational and cost effectiveness across NATO by promoting cooperation among Nations and Partners to maximise the effective utilisation of modelling and simulation technologies. The Group held its fall Business Meeting in Monterey, California, USA, bringing together 82 representatives from 18 NATO Nations, three partner nations, and nine NATO organizations and Centres of Excellence. The first two days featured subgroups, plenary sessions and presentations, with discussions on revisions to the current Programme of Work and proposals for its continued development. Two NMSG Excellence Awards were granted to Mr Grant Bailey (GBR) and Mr Björn Löfstrand (SWE). The week ended with the annual modelling and simulation symposium, held under the theme of “Simulation: Going Beyond the Limitations of the Real World”. The next NMSG Business Meeting will be held on 22-26 April 2024 in Bergen, Norway.

Systems Concepts and Integration (SCI) Panel, 16-20 October, Sofia, Bulgaria

 

The SCI Panel promotes knowledge on advance system concepts, integration, and engineering technologies and techniques across platforms and operating environments. It held its 52nd Panel Business Meeting in Sofia, Bulgaria, bringing together more than 45 participants from 18 Nations. Discussions focused on the report Science and Technology Trends 2023-2043, in addition to multi-domain operations, autonomy and digital transformation. The meeting was opened by Major General Todor Dochev, Commandant of Rakovski National Defence College, and featured an internal workshop on developing an SCI strategy to complement the NATO Warfighting Capstone Concept. The Panel concludedthe week by endorsing one Research Task Group, one workshop and three new Exploratory Teams. The next SCI Panel Business Meeting will be held on 13-15 May 2024 in Copenhagen, Denmark.

System Analysis and Studies (SAS) Panel, 1-3 November, Laurel, Maryland, United States

 

The SAS Panel provides operations research and analysis that informs decision-making of NATO Nations and partners. The Panel held its fall Business Meeting in Laurel, Maryland, United States, bringing together 47 senior S&T representatives from 24 NATO Nations and partner countries, two Centres of Excellence, and five NATO organizations. The event was hosted by the Johns Hopkins University Applied Physics Lab, one of the DIANA test centres. The SAS Panel Chair, Dr Donna Wood (CAN), opened the meeting by emphasising three priorities: scope (creating the conditions that bring together subject matter experts from the nations), structures (actively supporting the identification of areas of interest to ensure successful delivery of the programme of work) and impact (taking a more proactive approach to ensure that results are made available and reach the right audience). The next SAS Business Meeting will be held on 14-17 May 2024 in Stockholm, Sweden.

Human Factors and Medicine (HFM) Panel, 13-17 November, Madrid, Spain


The HFM Panel works to optimise the health, human protection and performance of people in operational environments. The Panel held its fall Business Meeting in Madrid, Spain, bringing together approximately 50 participants from 20 Nations. Over the course of the week, the Panel discussed the current Programme of Work and considered new proposals. The Panel also held a symposium on “Mitigating and Responding to Cognitive Warfare” during the same week, attended by around 150 participants at the Academy for Naval Engineers. A wide range of speakers shared their insights and perspectives at the symposium, including Dr Bryan Wells, NATO Chief Scientist, who delivered a keynote address on the importance of understanding all aspects of cognitive warfare. The next HFM Business Meeting will be held on 7-11 April 2024 in Tallinn, Estonia.
