Background: Congestion in the radio frequency (RF) portion of the electromagnetic spectrum (EMS) continues to be a growing challenge to the reliable operation of military RF systems. Additionally, the evolution of software-defined technologies in support of radar, sensing, communications and Electromagnetic Warfare (EW) activities has created a dynamic spectrum that changes far too quickly to be effectively managed by legacy processes. This dynamic nature of RF spectrum requires dynamic management of RF operations by NATO coalition force and underlying NATO nation systems capable of real-time interoperability with spectrum management and EW tools. Additionally, actionable recommendations are needed to implement strategies in support of efficient and coordinated, coalition spectrum operations. This Research Task Group (RTG) will explore the challenges imposed by the congested and contested RF spectrum on NATO coalition operations and identify methods, architectures, information exchange requirements, and data standards for enabling real-time spectrum awareness and dynamic spectrum maneuver among RF-dependent NATO systems.
Objectives: The objective of this RTG is to identify methods for connecting and dynamically managing RF spectrum operations among NATO coalition systems while exchanging the required information to facilitate operational commanders’ command and control. This RTG will include field trial(s) which will assess the feasibility of dynamic spectrum operations among multi-national, RF-using systems in support of NATO coalition operations.
