Background: NATO Intermediate Force Capabilities (IFC) Concept Development and Experimentation has highlighted the need for Modelling & Simulation (M&S)-Wargaming Integration for IFC, with opportunities to leverage significant NATO and National activities (including past SAS studies, a RAND logic model and vignettes developed for IFC evaluation, support for the SHAPE AoR-wide Strategic Plan (SASP) Wargame, etc.).
Objectives: Achieve M&S-Wargaming Integration for IFC in order to leverage strengths and mitigate weaknesses of individual wargame and M&S types to support decision making – investment, concept development and experimentation, acquisition, and employment decisions – on emerging IFC:
• Improve ability to support evaluation and assessment of capability effectiveness across Domains, across the continuum, and across levels (tactical through strategic)
• Develop and enhance M&S tools to facilitate IFC wargaming through data layering, visualization, and adjudication support tools as well as potential use of constructive simulation – supporting sidebar analyses, addressing additional cases, etc. – whose results can be incorporated into wargames
• Ensure wargaming spans friendly (NATO, Host Nation, and Partners) and adversary (plus proxy) actions and outcomes across the tactical, operational, and strategic levels; across multiple Domains; and across the Competition Continuum
Topics: Scientific topics are diverse as there are many analytical, M&S, and wargaming methods to be addressed as well as many relevant technologies across Non-Lethal Weapons (particularly Non-Lethal Directed Energy), Cyber, Electromagnetic Warfare, and Information Operations with various Counter Personnel and Counter Materiel effects and effect types, magnitudes, durations, and degrees of reversibility.
