Background: Uncertainty and risk both affect decisions on defence investments but can be very difficult to communicate. The goals of the SAS-124 RTG final report were (1) to improve awareness of the difficulties inherent in communicating risk and uncertainty to defence investment decision makers, (2) to describe a visualization design framework to guide analysts in designing and creating effective visualizations, and (3) to provide a catalogue of visualizations that have proved to be useful in practice in communicating defence investment uncertainty and risk. The RTG has developed a visualization design framework and prepared a catalogue of useful visualizations. Building upon the experience gained hosting a day-long tutorial at the 2022 NATO OR&A Conference, the RTG is proposing a follow-on Research Technical Course (RTC) as a means of sharing these products and improving awareness, knowledge, and expertise within the NATO scientific community.
Objectives: The objective of this course is to improve analysts understanding of the SAS-124 final report and help them apply the visualization design framework developed by the RTG and exploit the catalogue of commonly used visualizations. This will lead to better communication of the risks and uncertainties associated with defence investments.
Topics: The following scientific topics will be discussed in this RTC:
- Review of basic concepts and a taxonomy for uncertainty, risk, communication, defence investment and visualization design.
- Using a visualization design study, visualization tasks, and a multi-level abstract task typology to develop effective visualizations that address real-world problems.
- The development of a visualization design framework for defence investment:
o Determining decision-support requirements
o Translating decision-support requirements into visualization tasks
o Translating visualization tasks into effective visualizations.
- Catalogue of visualizations that have been useful in practice to communicate defence investment uncertainty and risk.
