Background: NATO Wireless Communications Standardization processes are typically distributed across the various tasking authorities within NATO and have variable approaches to maintaining and developing the specific standard.
Efforts to date towards underwater acoustic communication (ACOMMS) standardization, have been government-CMRE led, and provided a first-generation NATO standard STANAG 4748 / ANEP-87 (viz. JANUS) as an open shareable waveform standard, and STANAG 1481 / ASIP-01 (viz. IFS) as a closed, classified, waveform standard.
Emerging military needs for tactical, secure ACOMMS for long range command and control (C2) and/or high data rate (C3) and/or network enabled acoustic communications (C3-N), have led several nations to develop alternative waveforms and protocols aligned more directly with defence end user needs.
The current lack of formal, standardized, acoustic waveform and acoustic network performance assessment tools, left unchecked, will present an ongoing barrier to NATO nations ability to develop, test and ultimately procure, secure, interoperable, tactical, network enabled, ACOMMS modem solutions to meet future NATO needs.
The proposed RTG, which will be government steered, and industry/academia led and shaped, will seek to address this shortfall by defining and agreeing a standardized approach to the specification and deployment of physics-based/measurement-derived acoustic channel models and protocols within end equipment supplier chains, to enable secure waveform performance assessment, acoustic network performance assessment, and modem equipment acceptance testing.
Objectives: Objective 1 – Agree a common, shareable, portable acoustic channel model (CM) format.
Goal – Interoperability Input/output data format standardization for acoustic communication performance prediction tools.
Objective 2 – Agree Standardized Approach to Non-Networked CM Convolution Tool (CT) Implementation
Goal - Interchangeability: Interface standardization for verification, validation and certification testing of individual communication links.
Objective 3 – Agree Standardized Acoustic Noise Modelling and Implementation Approach
Goal - Interchangeability: Standardization of operational environment representation and modelling.
Objective 4 – Agree Standardized Acoustic Modem Receiver Performance Metrics
Goal - Benchmarking: Development of objective performance metrics relevant to the military
Objective 5 – Agree Standardized Approach to Network Enabled Acoustic Modelling
Goal - Interchangeability: Interface standardization for verification, validation and certification testing of communication networks.
Objective 6 Establish NATO-only acoustic waveform assessment framework to enable NATO nations to undertake discussions and testing of classified modem equipment and/or waveforms up to NATO secret level.
