Background: Nuclear disarmament remains an ongoing effort. Disarming and dismantling efforts require specialized knowledge and robust verification mechanisms to ensure compliance, which can be technically and logistically challenging. Sensitivity considerations stem from the details of nuclear device design and development being closely guarded, which requires a balanced approach to obtaining information necessary to confirm disarmament while protecting sensitive information. In recent years new detection techniques have been in development to confirm the presence or absence of fissile material indirectly while keeping the sensitive information protected. Specifically, both passive and active interrogation techniques. This is a relatively new area of research, and a broader investigation would be beneficial for determining the viability of these emerging NDV techniques. Such work would complement ongoing work of the International Partnership for Nuclear Disarmament Verification.
Objectives: The objective of this ET is to exchange information on key national activities pertaining to NDV techniques and to formulate a collaborative research activity in this area.
Topics: There are many aspects and features of NDV to make them viable. The following major scientific topics will be considered by the ET.
• Measures of effectiveness and performance of standard gamma and neutron detection systems
• Muon Scattering Tomography
• Active interrogation of fissile material with neutrons, gamma rays, and x-rays
• Detection design enhancement concepts
• Modelling and simulation of NDV techniques (both active and passive)
• Potential enhancement of NDV techniques with Artificial Intelligence
• Concepts of operations for employing novel NDV techniques
The topics to be considered under a future RTG will be a subset of the above topics and will depend on the activities of interest among the nations participating. Some of the above topics were considered at the STO workshop on NDV in September 2020. This ET is focused on defining a longer-term RTG collaborative activity in NDV techniques, with a particular focus on active and passive detection techniques.
