Background: The International Conference on Military Communication and Information Systems (ICMCIS) is the largest symposium in Europe on military CIS. ICMCIS is an important dissemination and benchmark event for IST activities and an important source for new ideas (Technical Activity Proposals (TAPs) and Tech Watch Cards (TWCs)). As such, it is the signature event of the IST panel.
The conference strives for high scientific quality of the papers by triple peer reviews and IEEE sponsorship. The Institute of Electrical and Electronics Engineers (IEEE) is the world’s largest technical professional organization dedicated to advancing technology for the benefit of humanity. The IEEE sponsorship guarantees high quality papers and is mandatory for many universities for publication of papers as it gives the required scientific recognition.
The conference will be held in Spring 2026 in conjunction with the 57th PBM. The RSY strives for collaboration with EDA to enhance scientific bonding and exchange scientific insights and results from studies.
Objectives: The scientific objectives of ICMCIS are:
• Provide a forum to identify and gain input on and resolution of issues associated with NATO Command, Control and Communications (C3) Policy and the IST panel Program of Work (PoW),
• Provide overviews of current NATO C3 activities pertaining to both the development and effective employment of ICT-solutions,
• Highlight IST impact assessments and lessons learned.
As a result, the activity will:
• Perform a triple peer review (i.a.w. IEEE review guidelines) on all received papers and judge papers on military relevance and significance, scientific value, originality, and technical quality. Only papers that meet these criteria will be accepted. Accepted papers will be published in IEEE eXplore,
• Provide opportunity (if facilities allow) to give demonstrations,
• Provide opportunity for borderline papers to present a poster,
• Publish NATO Conference proceedings, containing abstracts of accepted papers with reference to IEEE eXplore, rejected papers, presentations given,
• Provide the Technical Evaluation Report (TER).
Topics: ICMCIS covers important scientific topics and technologies relevant for defense C4I (Command, Control, Communication, Computing, and Information). The subjects include military information exchange, processing, storage, protection, and presentation. Papers should address high quality research in the following topics:
