This report is the product of the Systems Analysis and Studies (SAS) Task Group SAS-153. The Task Group’s core objectives were to understand the challenges relating to accurate cost estimation of defence ICT projects and to identify the best practices to address these. The SAS-153 report builds on previous SAS work on life cycle costing, including SAS-028, SAS-054, SAS-076 and SAS-069. The report provides a guide on how to perform cost estimation of defence ICT projects through the system’s life cycle and discusses challenges and strategies for accurate cost estimation of such projects. It presents key recommendations to provide enhanced cost estimation capabilities for defence ICT to NATO, Nations and Partners.
