General Information on NATO International Civilian Positions

NATO International Civilian (NIC) staff members are recruited from all NATO countries. Nationals of the following countries are eligible to apply: Albania, Belgium, Bulgaria, Canada, Croatia, Czech Republic, Denmark, Estonia, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Lithuania, Luxembourg, Montenegro, The Netherlands, North Macedonia, Norway, Poland, Portugal, Romania, Slovenia, Slovakia, Spain, Turkey, United Kingdom, United States of America. 
There are three categories of international civilian staff employed at the CSO:

  • A grade staff have professional / management level responsibilities. 
  • B grade staff are typically assistants or specialized technicians. 
  • C grade staff occupy security positions.

Applications are to be made through the NATO Talent Acquisition Platform (ntap.taleo.net).

Before applying for a position, applicants are advised to read the vacancy announcement carefully to ensure they meet the eligibility criteria.

After selection, a number of formalities have to be completed before taking up employment. These include a security check by police authorities in the country of citizenship and a medical examination by the Organization’s medical advisor.

Serving NATO civilian staff members will be offered a contract in accordance with the regulations in force. Newly recruited employees will be offered a three-year definite duration contract which renewal will be subject to satisfactory performance, continued requirement for the position and contractual policy in force at the time of renewal. 

The Collaboration Support Office offers a pleasant and stimulating working environment in an international scientific community. The conditions of employment of the NATO International Civilian (NIC) staff members are described in the NATO Civilian Personnel Regulations; their NATO income is free of income tax and includes family allowances. The Organization also offers an excellent private health insurance scheme and an investment-based pension scheme. Expatriated NIC benefit additional privileges and allowances as well as an education allowance for children.

Il est recommandé aux candidats de lire attentivement l’annonce de vacance du poste proposé pour s’assurer de réunir les critères de sélection avant de faire acte de candidature.

L’étape de sélection achevée, de nombreuses formalités doivent être accomplies avant la prise effective de fonctions. Ces formalités incluent notamment un contrôle de sécurité par les autorités de police du pays de la nationalité et un examen médical par les services médicaux de l’Organisation.

Les candidats déjà membres du personnel civil de l’OTAN se verront offrir un contrat en accord avec la réglementation en vigueur. Les agents nouvellement recrutés se verront offrir un contrat d’une durée déterminée de trois ans qui sera renouvelé sous réserve de performance satisfaisante, que le poste soit toujours nécessaire, et suivant la politique contractuelle en vigueur.

Le Bureau de Soutien à la Recherche Collaborative (CSO) propose une atmosphère de travail agréable et stimulante au sein d’une communauté scientifique internationale. Les conditions d’emploi des employés civils internationaux de l’OTAN sont décrites dans le Règlement du Personnel Civil de l’OTAN ; leur rémunération est non imposable et inclue des allocations familiales ainsi que des privilèges et indemnités complémentaires pour les agents expatriés dont une indemnité d’éducation pour les enfants scolarisés. L’Organisation dispose également d’une excellente assurance médicale privée et d’un régime de retraite par capitalisation pour les agents nouvellement recrutés.

Vacancies at the Collaboration Support Office

The Collaboration Support Office is located in Neuilly-sur-Seine (a suburb to the west of Paris) - France.

The CSO is one of the three executive bodies of the NATO Science and Technology Organization (STO).  Within the framework of the STO collaborative business model, the CSO provides executive and administrative support to the collaborative S&T activities conducted through the STO scientific and technical committees (level 2) and working groups (level 3).

The core CSO staff is a mix of military and civilian individuals from NATO Nations, employed in accordance with the terms of, depending on their category, the NATO Status of Forces Agreement signed in June 1951, or the Ottawa Agreement signed in September 1951.  Depending on the requirements, there are other staff members hired for short periods on specific projects with specific conditions of employment (consultants, temporary employees or interns).

Civilian and military staff work together in the execution of missions entrusted by the North Atlantic Council and by the NATO Science and Technology Board (STB).

The internship conditions are similar to the conditions, program objectives and eligibility criteria described on the NATO HQ internship web page for internships with NATO HQ International Staff (NATO IS/IMS). The CSO Internship Policy is described in the application form.

This program is open to current students, having completed two years university, or graduated since less than 12 months. Internships are normally for 6 months. Interns shall be NATO nationals and at least 21, they will receive a monthly remuneration of € 1.279,00 (France 2021). A NATO security clearance will be required prior to starting the internship.
